Section 8 Application

A Section 8 application can be obtained when applications are being accepted for the Section 8 waiting list by your local housing authority. Most PHA's post their applications online to avoid massive turnouts.

How does the selection process work?
Applications are selected by a random drawing and availability of funding.

When will I know if my section 8 application is accepted?
Applications are considered "accepted" once placed on the Wait-list. Call 620-5400 periodically to determine if your application was placed on the Wait-list.

Applications may not yet reach the Section 8 Wait List because applications are still being processed for the wait list; or your application is missing information (which you will receive notification to supply by a specific date).

When an Application reaches the top of the Wait List, criminal record and income will be reviewed.

Applicants who do not meet the preliminary guidelines, or who do not provide all documentation within the required time frame, will be sent denial notification, reasons for the denial, and review information.

Applicant who meet the preliminary requirements will receive notification to complete and provide a packet of information for a briefing of the Housing Choice Voucher Program before filling out a section 8 application

When do I report an address change, if I am moving or don't have a permanent address?
You must keep your address information current with PCHA and immediately report, in writing, any changes of your mailing address. Failure to keep your mailing address current with PCHA could result in missed deadlines and/or appointments, resulting in withdrawal of your application.

Is there a time limit to reply give information about my application?
Any correspondences from PCHA about your application, will advise you of the appointment date or deadline date to respond. You must cooperate to avoid withdrawal of your section 8 application
Is assistance guaranteed once I receive my voucher?
Assistance is not committed until a Housing Assistance Payments (HAP) Contract is signed with PCHA and the Owner (and Dwelling Lease signed by Owner and Tenant is provided to PCHA for the same Lease term). Before a HAP Contract is executed, the following must be done: (These items are discussed in details at the Voucher Briefing).

Tenant submits to PCHA a completed Request for Tenancy Approval (RTA) by the Voucher deadline date.

The RTA and the unit are approved by PCHA Funding is available to support the assistance agreement.

Because funding is made available on a first-come first-served basis, Voucher recipients, are encouraged to submit your completed RTA as soon as possible. It is hard for tenants to complete a section 8 application because funding often runs out.

In order to receive Section 8 Housing Choice Voucher (HCV) Program assistance, you must make application during a time period the waiting list is open. Fill out the Section 8 Application and return to Housing Services Department located in Suite 101 of Park Fair Mall, 100 E Euclid Avenue, Des Moines, Iowa 50313.

The HA will begin issuing Section 8 HCV program vouchers to the applicants on the waiting list, in Random Lottery number order, as the vouchers become available by participants leaving the Section 8 application Program. Wait time is dependent on how many participants leave the program each month, funding availability, and the Random Lottery number you were assigned on the list. Applicants remaining on the list from the 2008 opening period will be processed first.

The Leasing Division of the DMMHA handles the application process for Section 8 assistance programs. When a Section 8 eligible applicant's name comes to the top of the waiting list, the applicant is issued a Housing Choice Voucher and has 60 days to find a rental unit. Each unit must pass a housing quality inspection to ensure that the unit is a safe and decent place to live.

Housing authorities are government agencies and it should be noted that anyone that is over 18 and a United States citizen can apply for section 8 when applications are being accepted.
